George Washington on the Baneful Effects of Political Parties

“Let me now take a more comprehensive view, and warn you in the most solemn manner against the baneful effects of the Spirit of Party…”

Excerpts from George Washington’s Farewell Address
September 19, 1796

“… One of the expedients of Party to acquire influence, within particular districts, is to misrepresent the opinions & aims of other Districts. You cannot shield yourselves too much against the jealousies & heart burnings which spring from these misrepresentations. They tend to render Alien to each other those who ought to be bound together by fraternal Affection….”

“All obstructions to the execution of the Laws, all combinations and Associations, under whatever plausible character, with the real design to direct, controul counteract, or awe the regular deliberation and action of the Constituted authorities are distructive of this fundamental principle and of fatal tendency. They serve to Organize faction, to give it an artificial and extraordinary force — to put in the place of the delegated will of the Nation, the will of a party; often a small but artful and enterprizing minority of the Community; and, according to the alternate triumphs of different parties, to make the public Administration the Mirror of the ill concerted and incongruous projects of faction, rather than the Organ of consistent and wholesome plans digested by common councils and modefied by mutual interests. However combinations or Associations of the above description may now & then answer popular ends, they are likely, in the course of time and things, to become potent engines, by which cunning, ambitious and unprincipled men will be enabled to subvert the Power of the People, & to usurp for themselves the reins of Government; destroying afterwards the very engines which have lifted them to unjust dominion.

“… in a country so extensive as ours, a Government of as much vigour as is consistent with the perfect security of Liberty is indispensable — Liberty itself will find in such a Government, with powers properly distributed and adjusted, its surest Guardian. It is indeed little else than a name, where the Government is too feeble to withstand the enterprises of faction …

“I have already intimated to you the danger of Parties in the State, with particular reference to the founding of them on Geographical discriminations. Let me now take a more comprehensive view, & warn you in the most solemn manner against the baneful effects of the Spirit of Party, generally.

“This Spirit, unfortunately, is inseperable from our nature, having its root in the strongest passions of the human Mind. It exists under different shapes in all Governments, more or less stifled, controuled, or repressed; but in those of the popular form it is seen in its greatest rankness and is truly their worst enemy.

“The alternate domination of one faction over another, sharpened by the spirit of revenge natural to party dissention, which in different ages & countries has perpetrated the most horrid enormities, is itself a frightful despotism. But this leads at length to a more formal and permanent despotism. The disorders & miseries, which result, gradually incline the minds of men to seek security & repose in the absolute power of an Individual: and sooner or later the chief of some prevailing faction more able or more fortunate than his competitors, turns this disposition to the purposes of his own elevation, on the ruins of Public Liberty.

“Without looking forward to an extremity of this kind (which nevertheless ought not to be entirely out of sight) the common & continual mischiefs of the spirit of Party are sufficient to make it the interest and the duty of a wise People to discourage and restrain it.

“It serves always to distract the Public Councils and enfeeble the Public Administration. It agitates the Community with ill founded Jealousies and false alarms, kindles the animosity of one part against another, foments occasionally riot & insurrection. It opens the door to foreign influence & corruption, which find a facilitated access to the government itself through the channels of party passions. Thus the policy and the will of one country, are subjected to the policy and will of another.

“There is an opinion that parties in free countries are useful checks upon the Administration of the Government and serve to keep alive the spirit of Liberty. This within certain limits is probably true–and in Governments of a Monarchical cast Patriotism may look with endulgence, if not with favour, upon the spirit of party. But in those of the popular character, in Governments purely elective, it is a spirit not to be encouraged. From their natural tendency, it is certain there will always be enough of that spirit for every salutary purpose. And there being constant danger of excess, the effort ought to be, by force of public opinion, to mitigate & assuage it. A fire not to be quenched; it demands a uniform vigilance to prevent its bursting into a flame, lest instead of warming it should consume.

If neither foes nor loving friends can hurt you,

    If all men count with you, but none too much;

If you can fill the unforgiving minute

    With sixty seconds’ worth of distance run,

Realizing the Promise of the Declaration of Independence

Whereas the promise of the Declaration of Independence has not been realized because representative democracy and the separation of powers has been ineffectual in protecting our rights; and

Whereas the Declaration of Independence makes it clear that a just governance is based on the consent of the Governed; and

Whereas “silence is consent” is the method that the banking and law cartels have used to turn us unwittingly into consumers indebted to them and slaving to pay them tribute in the form of interest on alleged bank loans; and

Whereas the international banking cartel and BAR association are the hidden sovereign, are pursuing the totalitarian tiptoe, and herding the unsuspecting people of the world into a transhumanist technocratic tyranny; and 

Whereas the Common Law of the land is clear that banking is an unconscionable contract and thereby void; and

Whereas in 1913, the establishment of the Federal Reserve Act, the Income Tax Act, and the direct selection of Senators disenfranchised the Nation-states and abrogated the 10th Amendment (our unenumerated rights); and 

Whereas there are groups of patriots all across the country, in the Indian Tribes, and in Canada, who want to revendicate a genuine Republic whereby governance is of the People, by the People, and for the People; and

Whereas there is general agreement that we need to form Jural Assemblies in the spirit of the Committees of Correspondence, Observation, and Safety in the Colonies; and 

Whereas freedom-loving people throughout the world are looking to us, here in America, to realize the promise of the founders of this once great Republic with liberty and justice for all, 

Therefore, we the people at large, need to gather together in Jural Assemblies and learn to self-govern by giving our active, not passive, consent.  In the Jural Assemblies that we will call together in every county in every Nation-state, we will:

  1. Determine together what our commitment to restoring the Republic will be.

  2. Formulate that commitment into an oath that empowers the members to be qualified electors, recognized as responsible for the affairs of their community.

  3. Develop the common set of values that will guide our developing capacity for self governance.  For example:

    1. Active - not passive - consent is required; silence is not consent.

    2. Everyone is free to do as they please as long as they do no harm.

    3. Everyone is free to believe as they please as long as they do no harm.

    4. We align behind an agreed upon purpose and aim.

    5. Everyone is valued and heard, without judgment.

    6. We use rational arguments that appeal to our sense of reason.

    7. We use proper grammar and helpful rhetoric for clarity of understanding.

    8. We develop proposals everyone can consent to.

    9. All proposals include a method of evaluating them within a specified time frame.

    10. Objections are generally viewed as making a proposal better.

    11. We can all consent to proposals when they are Good enough for now, Safe enough to try.

    12. We select the best person for the roles needed for the proper functioning of our community.  

    13. We make decisions based on unanimous active consent.

    14. We avoid creating winners and losers by a majority vote.

    15. Competition is only for determining the best of something.  

  4. Become learned in the law: 

    1. The Laws of Nature and of Nature's God

    2. Natural Law

    3. The Bible as a source of just law

    4. The Common Law of the land

    5. Maxims of Law and Maxims of Equity

    6. The Law of Nations (Treaty Law) and

    7. The life empowering Do No Harm principle as the essence of Common Law

  5. Educate our qualified electors to be Grand Jurors and Petit Jurors

    1. Grand Jurors learn how to develop Presentments to deal with suspected corruption, as well as Indictments, and 

    2. Petit Jurors learn how to determine the facts and develop the just remedy.

  6. Help other Jural Assemblies in our Nation-state establish themselves and 

    1. wait until there are five functioning Jural Assemblies or five different affinity group Jural Assemblies, and

    2. establish a Nation-state Jural Assembly with delegates from the Jural Assemblies.

  7. Study the workings of the various “Free Republic” groups and gradually, collaboratively, discover and implement best practices.

    1. Jural Assemblies are recommended to have, as needed, Assistance of Counsel, a Notary, a Sheriff (or Constable), a Commissioner, a Secretary (Scribe or Recorder), and Community Builder.

    2. The duties and the scope of each office are to be agreed upon, and the best person for the position shall be selected from among the qualified electors.

      1. Assistance of Counsel is learned in the Law, the venerable tradition of the Common Law, the Maxims of Law, the Maxims of Equity, and the Law of Nations (Treaty Law).

      2. The Notary is responsible for assembling the Petit Jury and the Grand Jury and overseeing the process of Common Law.  The Notary may administer the Oath for qualified electors and receive any complaints or grievances from the members.  The Notary may call meetings of the Jural Assembly to deal with issues that arise.

      3. The Sheriff carries out the duties of peace keeper and is well educated in conflict resolution and fostering healthy relationships.  Let us leave the “power of the gun” as the last resort.  In extreme circumstances, the Sheriff may call for volunteers for a posse or militia, who shall bring any necessary equipment.  

      4. The Commissioner manages the financial affairs of the Jural Assembly Community and oversees the issuing of the money.

      5. The Secretary keeps the records of the Jural Assembly, the meeting notes, and is responsible for making sure that the adopted proposals and projects are evaluated as agreed.

      6. The Community Builder is responsible for recruiting new members and is largely responsible for representing the Jural Assembly to new people.

    3. Study the nature of money to avoid the pitfalls of the past, and learn how to issue community created credit to fund everything that the qualified electors in their Jural Assembly determine would be good.

  8. Buy or charter a bank with a national bank charter and learn how to operate it as both a de Facto Bank and a de Jure bank.  

    1. The bank is the culmination of the process because the bank issues and allocates money to fund everything the Jural Assembly decides is good.

    2. The bank allows the Jural Assemblies to grow. While the banks are integrated into the de Facto system as we develop the de Jure system, everyone will experience that the de Jure is so much better than the de Facto, they will want to participate.

  9. Contribute to the development of the best practices and share them on the websites that we will establish.

 

When we have accomplished the above, we will have realized the intention of the Declaration of Independence and we will be in a position to create a just and sustainable abundance, with all the hidden free energy, anti-gravity, the social technologies, and the consciousness that make us ready to take our place as a Lawful de Jure Republic on the national, world, and universal stages.
